Winter Storm Warning

... Winter Storm Warning remains in effect until 1 PM EST
Thursday...

* colder air will continue to move in from northwest through the
night... changing precipitation from rain... to a mixture of
freezing rain... sleet... and then to snow. Then transitioning to
all snow through the overnight hours. Snow should lighten and
taper off by Thursday afternoon.

* Snow and sleet accumulations of 3 to 8 inches with higher
amounts possible... the highest snow and sleet accumulations
generally north of the Cumberland Parkway to hal Rogers Parkway
to KY Highway 80 corridor. Any ice accumulations will generally
be a tenth of an inch or less.

* Snow of this magnitude will make travel difficult to
treacherous. In addition... the heavy wet nature of this snow
will cause stress on weak structures and could also lead to
downed power lines and trees with widespread power outages
possible.

Precautionary/preparedness actions...

A Winter Storm Warning for heavy snow and sleet means severe
winter weather conditions are expected. Significant amounts of
snow are forecast that will make travel dangerous. Only travel in
an emergency. If you must travel... keep an extra flashlight...
food... and water in your vehicle in case of an emergency.

runoff from heavy rain that occurred on Tuesday night and
Wednesday is leading to area flooding on creeks and streams in
some locations. Expect flooding to continue in these areas through
at least Thursday afternoon.

Stream rises will be slow and flash flooding is not expected.
However... all interested parties should take necessary precautions
immediately.

enough to sweep vehicles off the Road. When encountering flooded

The National Weather Service in Jackson Kentucky has issued a

* Flood Warning for
the levisa Fork Big Sandy river at Paintsville.
* From Thursday morning to Friday morning.
* At 8:30 PM Wednesday the stage was 26.6 feet.
* Flood stage is 35.0 feet.
* Minor flooding is forecast.
* Forecast... the river will rise above flood stage by Thursday morning
and continue to rise to near 37.0 feet by early Thursday afternoon. The
river will fall below flood stage by early Friday morning.
* At 35.0 feet... low lying areas flood. The underpass at KY 40 is closed
separating the Town East of the river. The left bank overtops, flooding
bridge street.

* Small streams feeding into the larger tributaries will continue
to experience flooding. Larger creeks and rivers will also
continue to rise through Thursday... with minor to moderate
flooding seen across much of the area.

Precautionary/preparedness actions...

A Flood Watch means there is a potential for flooding based on
current forecasts.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.
